The purpose of this study was to compare Rash Model and Judgemental Approach as two different item selection method for criterion referenced testing. Two different types of item selection model for criterion referenced testing were compared. To make this comparison two different ways of item selection method, one included into Latent Trait Theory and called as Rush Model , I (Qc) statistic and the other proposed by Hambleton and Rovinelli and called as item - objective congruence index Iik . The study carried on 400 students registered at Ankaka Atatürk Anadolu Lycee. Grade 9, in the second semester of 1988 - 89 academic yearand their 9 chemistry teachers whose were responsible from teaching service on these classes . a test that consisted of 30 multiple choice items which are related with " Atomic Structure and Chemical Peridodicity" and its objectives were used to collect data . teacher's opinions to judge the congruence between items and objectŝves. Each of the test item was assigned as -1, 0 ,+1 according to the relevance of the item and objective testted with item. Iik index and I(Qc) index based on these assumptions where compared with statistical techniques in order to find out answers for the sub - problems occurred in this research. Sperman rank order correlation. Fisher's zr transformation and test of significance of the difference between two rations and agreement coefficient as a measure of reliabilitiy were the statistical technigues used in this research.
